PENNSYLVANIA – October 22, 2026 – Open Enrollment is right around the corner, and it is the time of year when Pennsylvanians can make sure they have health coverage for 2027. Pennie, Pennsylvania’s official state-based health insurance marketplace, opens on November 1 for 2027 enrollment at pennie.com. Pennie offers quality health plans for individuals and families who do not have other coverage options. If you currently do not have health coverage, Open Enrollment is the time to act. Visit pennie.com to explore your options and get enrolled.

Pennie is the only place for Pennsylvanians to receive financial savings in the form of tax credits to help lower the cost of coverage. Four out of five enrollees qualify for financial savings. All plans sold through Pennie provide access to a wide range of medical services, including hospitalization, prescription drugs, maternity care, mental health services, and much more. Health plans offered through Pennie must cover care for pre-existing conditions, provide important financial protections especially during medical emergencies, and offer free preventive services such as check-ups, screenings, and vaccines.

“Hundreds of thousands of Pennsylvanians remain uninsured and may not realize that they could get tax credits to lower the cost of health coverage through Pennie.” said Devon Trolley, Pennie Executive Director. “Don’t assume you can’t afford coverage when it only takes a few minutes to check if you qualify for savings. Open Enrollment is the crucial time to ensure you and your family are protected from emergency costs and connected to medical care when you need it in 2027.”

Anyone can use the savings calculator to get an estimate of financial savings and to shop and compare health plans across major health insurers.

Key Dates and Actions to Remember

  • Enroll by December 15, 2026, to ensure new coverage that will start on January 1, 2027.
  • Plans and prices change every year. Current and prospective enrollees should review their options to find the coverage that works best for them.
  • Current enrollees must update their Pennie account with their current income, household size, and contact information. Due to recent federal policy changes, penalties for inaccurate income reporting have increased, making it more important than ever for enrollees to keep their Pennie account up to date.
  • Uninsured Pennsylvanians can get an estimate of savings and plan costs by answering five questions.

Lower Federal Financial Savings Continues

Beginning in 2021, the federal government offered enhanced tax credits to make health insurance even more affordable for Pennie enrollees. These enhanced tax credits expired on December 31, 2025, after Congress did not extend them for 2026 and beyond. On average, costs doubled for those maintaining coverage in 2026 and Pennie has seen a significant decline in enrollment due to the cost increases. Learn more at pennie.com/affordability.

The original premium tax credits established in 2014 remain in place, and Pennie is still the only place to receive them.  Pennie enrollees save $6,000 a year on average. Pennie does not control health plan prices, but it provides Pennsylvanians with ways to compare plans and enroll in health coverage with full consumer protections and with tax credits for those who qualify.

“We know rate increases of any amount are hard and we pushed to get savings where we could for hardworking Pennsylvanians,” said Pennsylvania Insurance Commissioner Michael Humphreys. “That’s why it is so important for consumers to take advantage of Pennie’s Open Enrollment period beginning November 1 and shop available coverage options. Prices and tax credit amounts change every year and it’s important that consumers return to Pennie—or check Pennie for the first time—to see what quality health insurance plans best meet their healthcare and budget needs.”
