Pennie Announces Devon Trolley as New Executive Director

Following a nationwide search, the Pennsylvania Health Insurance Exchange Authority Board of Directors has named Devon Trolley as the next Executive Director of Pennie. Zachary Sherman, Pennie’s inaugural Executive Director, will be stepping down at the beginning of March after more than three years in the role. Sherman led the initial establishment of the state-based insurance marketplace and oversaw Pennie’s first three Open Enrollment Periods. Trolley has most recently been the Director of GetCoveredNJ, New Jersey’s state-based insurance marketplace, where she managed the launch and growth of the program since 2020.

Trolley joins Pennie with extensive Affordable Care Act policy, operational, and leadership experience. Prior to her tenure in New Jersey, Trolley worked for the federal government at the Centers for Medicare and Medicaid Services (CMS) on the implementation and stabilization of the federal health insurance marketplace (Healthcare.gov) in key strategic and policy roles. She also served as a Senior Advisor in the Office of the CMS Administrator working to address the opioid crisis and improve maternal health. Trolley developed health policy in the United State Senate during the passage of the Affordable Care Act in 2010 and is an alumna of Penn State University.

“I am thrilled with the Board’s decision to hire Devon. She is an experienced leader who will thrive in this role,” said outgoing Pennie Executive Director Zachary Sherman. “Her expertise, combined with the strong, committed Pennie team will ensure the marketplace’s success for years to come.”

“Zachary Sherman is among those most responsible for Pennie being the great success it is today. With more than 370,000 Pennsylvanians receiving coverage through Pennie, the vast majority of whom receive substantial premium assistance, Zach’s efforts have been invaluable,” said Acting Commissioner Michael Humphreys. “Zach’s professional journey is far from over and I wish him the best in his future endeavors. Looking to Pennie’s future, I could not be happier with the Board’s selection of Devon Trolley to take the reins at Pennie. Devon has spent her career in insurance exchanges, federal and state, and has the experience and expertise to build Pennie into a household name.”

“I’m excited to be joining Pennie,” Trolley said. “I have spent my career focused on expanding access to quality and affordable health insurance, and I look forward to building on Pennie’s success to ensure that Pennsylvanians can have the peace of mind that coverage affords.”
